Call for Proposals: Procurement of Technical Partner for Build-Operate-Transfer (BOT) Development of the EFInA Integrated Financial Data Lab Infrastructure 

EFInA is pleased to invite qualified technical partners to submit proposals for the Build-Operate-Transfer (BOT) development of the EFInA Integrated Financial Data Lab. 

As Nigeria’s financial inclusion agenda evolves from expanding access to strengthening usage, quality, resilience, and outcomes, EFInA is establishing a structured, decision-oriented intelligence platform to support ecosystem actors with actionable insights. 

The Integrated Financial Data Lab will serve as a secure, NDPR-compliant, cloud-based analytics infrastructure anchored in a Financial Inclusion Intelligence & Outcomes Framework (FIIOF). It will aggregate demand-side and supply-side datasets, enable advanced analytics (including predictive modeling and scenario simulations), provide interactive dashboards, and host secure APIs and an analytics sandbox. 

This platform is designed not as a passive repository, but as a decision-support system for regulators, financial service providers, donors, civil society actors, and private sector stakeholders. 

Scope of Engagement 

EFInA seeks a qualified partner to implement the Data Lab through a 12-month Build-Operate-Transfer (BOT) model: 

• Build: Design and deploy secure, scalable infrastructure and Minimum Viable Insight (MVI) analytical products. 

• Operate: Host, manage, validate, and demonstrate ecosystem value during a structured pilot phase. 

• Transfer: Complete technical handover, capacity building, and institutionalization within EFInA. 

The selected partner will work closely with EFInA to co-develop the Financial Inclusion Intelligence & Outcomes Framework (FIIOF), define priority use cases, and ensure privacy-by-design principles (no PII storage, aggregation safeguards, anonymization protocols). 

EFInA will remain the public face and institutional custodian of the Data Lab. 

Who Should Apply? 

EFInA invites applications from firms with demonstrated experience in: 

• Building and operating cloud-based data platforms in regulated sectors 

• Translating indicator frameworks into operational analytics 

• NDPR/NITDA-compliant infrastructure development 

• Implementing BOT or structured transfer models 

• Delivering analytics platforms in financial, regulatory, or donor-funded environments 

Shortlisted firms may be invited to present architecture proposals and/or demonstrate proof-of-concept capabilities.
